Most HAs have a volume control. The only exception I am aware of
is toddler's HA where their HAs volume are fixed so that toddlers can't
change it.

Think about it. You buy a smartphone. You should (and do) have the
right to root it however the manufacture can void warranty. You buy a
computer. You can open it and add more memory. The manufacturer
can void the warranty.

Laws restricting you from fiddling with the HA are wrong - they should
be contested. When you buy something, it's yours. You should have
the right to do whatever you want. Voiding warranty is okay IMHO.
